A core principle of International Humanitarian Law is the principle of distinction. Armed forces are to distinguish between military and civilian objects.
Any object that is not a military object is considered to be a civilian object. Only when a civilian object is used in support of military action, it loses its protection and becomes a legitimate military target. In case of doubt the civilian status prevails.
